Issue
Attribute change rule is not detecting changes in terminated users base on the is_terminated attribute.  If the user has been terminated, changes to this user are no longer detected.
 
Resolution
the Attribute Change Rule is meant to pick up changes only on ACTIVE users.  This used to be a defect on 6.5 and older versions and was corrected on 6.8

Use the Provisioning-Termination Rule instead of the attribute change rule.
