Report filter does not take changes in RSA Identity Governance and Lifecycle

Issue
Example:
1. Go to report and click Edit.
2. Wait for the General tab to fill in and click the Filter Criteria tab.
3. Observe the filter "Email Address is NOT NULL".
4. Change "NOT NULL" to "IS NULL"
5. Click ok to save the report.
6. Edit the report again and you can see the filter criteria has not been changed and is still "Email Address is NOT NULL"
Cause
Resolution
Please note it is best practice not to modify OOTB reports. Instead, copy an OOTB report, and modify the copied report.
Workaround
2. Wait for the General tab to fill in and click the Filter Criteria tab.
3. Observe the filter "Email Address is NOT NULL".
4. Clear the entire line and redo the filter from scratch ("Email Address IS NULL")
5. Save the report and you can see the filter criteria having "Email Address IS NULL".
