Issue
If you had 10.3 and you had assigned your feeds to the live deployments, after upgrading to 10.4 these feeds will not be there,

And you will have to redeploy them manually on each group of your deployment.

 
Cause
The error "Failed to deploy Live resources" will appear because after upgrading to 10.4 the subscriptions will not be associated to your device groups you created.
 
Resolution
There is a known issue of that behaviour and there is an open jira ticket for that issue with the ID: SACE-2360, but till it is fixed please try the workaround below.
Workaround
To solve this issue on 10.4:

Go to Administration, Live, Configure, Deployments, mark each group at a time, and add the needed subscriptions for every group manually by clicking on the + sign below subscriptions.
