Resolution
When the Administrator logs in, a warning message appears when the available users begins to run low. The automated statistics in this message is gathered periodically, so it may not update for an hour after changes.
Running License Compliance will update the statistics and show up to the minute statistics. After freeing up users, you should run the license compliance check to get current data.
