Administrator is able to change a user password in RSA ACE/Server even though it is not allowed in his task list

Administrators have been assigned a task list - the task list does not include the task 'set change a user password'
Administrator does not have set change user password in his task list, but can still change the password by double clicking it through the edit user screen
