DBSM: Error when configuring Oracle adapter: ORA-28575: unable to open RPC connection to external procedure agent

User has installed the RSA Database Security Manager on an XP machine. His database is running on a remote server. User has created the Oracle ODBC driver connection from XP and tried to configure the Oracle adapter, when he got the error "ORA-28575: unable to open RPC connection to external procedure agent ".
Cause
Initialization of a network connection to the extproc agent did not succeed. This problem can be caused by network problems, incorrect listener configuration, or incorrect transfer code.
Resolution
Check listener configuration in LISTENER.ORA and TNSNAMES.ORA, or check Oracle Names Server.
