Secondary RVM not available when Primary down

Issue
Shutting down the primary RVM makes the secondary RVM node unavailable. On the secondary machine, an Apache process consumes 100% of the cpu and the RVM server becomes non-responsive. Occasionally the message " [Thu Jun 04 13:12:02 2009] BDB Error: (null)" gets logged hundreds of times per second to ValidationServer\logs\vm_stat_log file and other times, no message is logged.
