Access Manager inclusion list does not match URL's with spaces.

RSA Access Manager does not protect a URL even though it is on the URL inclusion list.
Cause
cleartrust.agent.url_inclusion_list parameter=/included%20spaces/*
This problem also affects the msapp_anonmmouse_resource_list parameter:
cleartrust.agent.iis.msapp_anonymous_resource_list=/excluded%20spaces/*
