In RSA Authentication Manager (AM) 8.X, sudo to root, then run the folowing command:
/sbin/chkconfig --level 2345 ntp on

Resolution
In Auth Manager 7.1 and the RSA SecurID Appliance 3.0, the steps to set the run level of NTP were to sudo to root then run the following command:
/sbin/chkconfig --levels 2345 ntpd on
