Error: 'Failed to login to database' while running RSA ACE/Server Administration API

Resolution
1. Verify that the user is a realm administrator for the ACE/Server
2. Verify that the permissions on the files and directories are correct
3. Verify that the environment variables are set up correctly, e.g. DLC, TCL_HOME, TCL_LIBRARY, TK_LIBRARY
4. Run 'sdsetup -config' to reset ownership and permissions on all files
