Is there a hotkey/shortcut key, etc. to prompt for the Reserve Password? If not, what is the easiest way to get they prompt?

If you disconnect your user from the network, that should force to prompt for a reserve password.
I guess I don't understand. What do you mean by "disconnect your user"? These are PC's on the LAN.

From the RSA Authentication Agent 7.4 Installation and Administration Guide:
The reserve password feature is an emergency access method that enables you, the administrator, to authenticate to a user’s protected computer as that user without entering an RSA SecurID passcode under the following circumstances:
A. The offline authentication service is not running on the local computer
B. The computer cannot connect to RSA Authentication Manager
C. No offline day files are available to allow offline authentication
If offline authentication is enabled/running and there are offline days available for the user, but the agent cannot connect to Authentication Manager, then offline authentication would be asked for. If neither online nor offline authentication can be asked for, then the reserve password could be asked for. I'd say it looks something like:
(A AND B) OR (B AND C) OR (A AND B AND C)
You can run a quick test to see if just turning off the offline authentication service triggers a request for the reserve password.
