by RSA Management server installed on-premises, I assume you mean RSA Authentication Manager.
RSA Authentication Manager stand-alone doesn't support FIDO Authentication.
to enable FIDO, you will need to buy/use RSA Cloud Services in conjunction with RSA Authentication Manager, with RSA Authentication Manager acting as a proxy to RSA Cloud Services.
RSA Cloud Services is a FIDO2 certified server, and then allow the use of FIDO Authentication with resources protected by RSA Cloud Services, and also with RSA Windows Agent.
