From the grey navigation bar, select Support > Create New Case or go directly to https://community.rsa.com/createcase.
Note that you will have to enter the first three letters of your company name to see the account name and UCID to which your account is associated.
That being said, if you are a partner and are trying to create a support case on behalf of a customer with whom you're working, you will instead need to use the case creation form at https://community.rsa.com/partnercontact and select "Customer Support" in the Team field.
