Yes this is true.
Upgrading from 8.8 to 8.9P1 is a two steps upgrade.
1-Step 1 : 8.8 (any patch) > 8.9
2-Step 2 : 8.9 > 8.9P1

There are two upgrades.
Each server should take about 30 to 45 minutes to upgrade to 8.9 and the same amount to install 8.9 patch 1. If you use the Authentication Manager 8.8 web tiers, you will need to uninstall them and install new ones.
Before starting your upgrade, be sure login to the primary's Operations Console to take a database backup. If this is a VM, I'd snapshot the server too. Also on the Operations Console Home tab, click Replication Status report to confirm the replication status. Fix issues you see before starting to upgrade.
Please follow the steps in Appendix A of the Authentication Manager 8.9 Setup and Configuration Guide to install the upgrade. Use these links to
download all of the the documentation for Authentication Manager 8.9 and Authentication Manager 8.9 patch 1.
In the same way you update your primary then replicas, you will need to download and install the Authentication Manager 8.9 Patch 1 - Web Tier Server Download (download only if you use web tiers).
There is a known issue after upgrading Authentication Manager servers where replication may go out of synchronization. If that happens, please follow the steps to manually synch the replica(s).
