Do you mean console certs or identity source certs?
For the identity source: Yes, go to the Operations Console under Deployment Configuration > Identity Sources > Identity Source Certificates.
For Console Certificates: Yes, but you first have to generate a CSR from the Operations Console. Take that CSR, get it signed by your CA, then import the signed cert. Once imported, click on Activate.
