Issue
When provisioning Local Entitlements via Manual Activities, it is possible to assign the same Local Entitlement to the same User multiple times resulting in Users having Duplicate Local Entitlements.
This scenario can happen in the following situation:
Add a local entitlement to a user. The change request waits for the manual activity to be completed before completing the request. Meanwhile create a second identical request that requests the same local entitlement be added to the same user. Now there are two change requests requesting the same access. Complete the manual activity for one of the requests. Both requests are completed and the local entitlement is added twice to the same user.
Cause
This is a known issue reported in engineering ticket ACM-104020.
Resolution
This issue is resolved in RSA Identity Governance & Lifecycle 7.2.0 P02.
