Issue
When a fine grained role review with sign off enabled and no revocation options (i. e., all maintains) is selected, role change item change requests are being generated that are automatically processed by the system.
The correct behavior would be that only revoked change items should generate change requests.
The impact is that roles that are not being modified are being put into a changed state, rendering them temporarily un-editable until the change requests are processed.
Resolution
Resolved in 6.8.1 P19, 6.9.1 P07, and 7.0 P01.
