Issue
After upgrading from RSA Identity Management and Governance 6.9.1 to RSA Identity Governance & Lifecycle 7.1.0, we noticed that the following permissions were missing from the updated SecurityRole.csv.

Resolution
This is an expected behavior because these nine permissions were removed from the RSA Identity Governance & Lifecycle 7.1.0 SecurityRole.csv by design. RSA Engineering removed them from 7.1.0, as the application roles were not properly describing just one function/role and the change was needed to better separate the duties of the administrator.
