Cause
This is a known issue reported in engineering ticket ACM-104642.
An index on internal table T_AV_UA_RULE_COVERAGE (the table in the query from the AWR) is defined incorrectly.
Resolution
This issue is resolved in RSA Identity Governance & Lifecycle 7.2.0 P03.
