Additional authentication for the Cloud Administration Console has been enabled as described in
Configure Session and Authentication Method Settings. When an administrator tries to login to the Administration Console the following error occurs:

This error will occur if an administrator is created that does not map to a valid user in a synced Identity Source. That is, the administrator username must equal the email address of a synced user.
Ensure that the administrator user meets
both of the following requirements:
- Is also in an Identity Source (where administrator user name equals a synced user's email address), and
- Has registered an authentication method required by the authentication policy associated with the Administration Console (for example the RSA Authenticate App).
If no administrator can login after enabling additional authentication please
contact RSA Customer Support.
