Issue
WARNING:  Before you patch or upgrade RSA Identity Governance and Lifecycle, please consider:

The Access Fulfillment Express (AFX) Resend capability has been introduced in the following release/patch versions:
  • 6.9.1 P15,
  • 7.0.0 P03,
  • 7.0.1 and
  • 7.0.2
When upgrading from a version that does not have AFX resend capability to a version that has this capability, any AFX requests that were previously stuck and are now eligible to be resent will be resent including any that are associated with cancelled change items and/or cancelled change requests.

Please note this should only occur for change requests that were stuck on the AFX side and then cancelled. A request needs to have been sent to AFX and not acknowledged in order for the request to be resent. 
 
Cause
The logic introduced for the AFX resend capability does not take into account the state of the change item and/or change request for the AFX requests that are eligible to be resent.
Resolution
The issue has been reported and is currently under investigation by RSA Engineering.
