Account Access and Ownership Review result progress bar does not show 100% though all items are completed in RSA Via Lifecycle and Governance

Issue
Cause
One of the use cases which caused this issue is mentioned below:
- Run an account access and ownership review with the Maintain button selected by default.
- Login as one of the reviewers
3. Select two accounts then select Bulk Actions > Select Revoke > OK.
- Click on Save > Save and Exit.
- Open the review again and select the same two accounts then click Bulk Actions and click OK without selecting any of the three States.
- Now click Revoke for those two accounts then click on OK then Signoff.
- You can see all items are completed.
- Click on the Not Signed-off tab. You will see the two items which were signed-off in the steps above are included here, which is incorrect. These should not be here because we signed off on them in step 6.
- The signed-off tab is showing all the accounts again including the two that incorrectly show on the Not signed-off tab.
