After an upgrade of RSA Identity Governance and Lifecycle 7.0.x, accessing almost any page results in the message "The request could not be handled"

Issue
After upgrading from RSA Identity Governance and Lifecycle 7.0.1 P02 to 7.0.1 P03, almost every screen results in the following error message:
The request could not be handled
The page is then inaccessible and the system is basically unusable.

Workaround
- Go to Admin > System > Settings > Edit.
- Scroll to the bottom where the Custom settings are defined
- Click on the x to the far right.
- Click OK.
- Log out of RSA Identity Governance and Lifecycle then log back in.
