Display sequence incorrect while trying to use custom user object dashboard in RSA Identity Governance & Lifecycle

Issue
For example, in the screenshot below, a Dashboard called Overview is defined with a display sequence of 5. This means the Dashboard Overview should be the fifth tab on the users display. Instead, it is the first tab. This is true no matter what value is used for the display sequence.
- Navigate to Admin > Dashboards and then click on Object Dashboards.
- Create a new user dashboard. Make sure it is enabled, set the data sequence to 5, and set layout to Absolute Positioning.
- Go to Users > Users.
- Click on any user. The Overview tab is expected to be seen as the fifth tab but it shows as the first tab.
