Issue
su: cannot set user id: Resource temporarily unavailable
Cause
To verify that this is the issue, execute the command below as the root user. This will show you the number of executing threads by user oracle.
ps -u oracle -L | wc -lIf this is the issue, you will see the output from the above command exceeds the setting defined in /etc/security/limits.conf:
oracle soft nproc xxxxx
