Hyperlinks in the Email body of Workflow Nodes that are defined as Job Level Variables are not saved in RSA Identity Governance & Lifecycle

Issue
In the following example, the Manual Fulfillment node of the Manual Activities fulfillment workflow is being edited to include the text View Job as a hyperlink to a URL with a job level variable called ${JobURL}. After clicking OK, OK, and Save to save the workflow changes, the text View Job is retained in the email body but there is no hyperlink. In the user interface navigate to Requests > Workflows > Fulfillment tab > Manual Activites > Manual Fulfillment > right-hand side under Activity Node Properties, Email section > Edit Message ... > top right corner drop-down menu > Hyperlink > OK > OK > Save.
This is what the email body looks like after the workflow changes have been saved. Note the text View Job is not a hyperlink.
Cause
This is a known issue reported in engineering tickets ACM-101726 and ACM-101767.
