New Archive run cannot be created due to overlapping with existing archives error in RSA Identity Governance & Lifecycle

Issue
Attempts to create a new archive run in the RSA Identity Governance & Lifecycle user interface under Admin > System > Data Management tab > Archiving > Create,  fail with the following error:
 
The archival Start and End dates can not be overlapping with the existing archives.

Cause
The function being used to calculate the oldest date for an Archive is returning an incorrect value, which is causing the overlap error. This is a known issue reported in engineering ticket ACM-100974.
Resolution
This issue is resolved in RSA Identity Governance & Lifecycle 7.1.1 P04.
Workaround
As a workaround, when creating a new archive, manually set the next Archive Start Date to the most recent Archive End Date plus one day.
