Check the Clone Logs Errors located in C:\Webtier\install_logs  The file name will be similar to CLONE2017-12-05_11-43-09_2043453127.log, with a timestamp value based on when the log is created.

The issue is related to Oracle Home, so please confirm the following:

1. If the Oracle home directory (C:\Program Files\Oracle\Inventory\ContentsXML) exists, please do the following:
   1. Inside the Webtier directory, run the uninstall again as the administrator.
   2. Delete any remaining Webtier directories, ensuring that there is nothing under \Program Files\RSA Security
   3. Please refer to knowledge article Online, Reinstall Required message on Web Tier after reinstalling with the new RSA Authentication Manager 8.x Web-Tier package for any help with the uninstall and directory deletion process.
   4. With everything cleaned out, and the proper Oracle Home directory in place, run the Install files as an Administrator.
2. If you do not find the Oracle directory, please create it in C:\Program Files\ so that Oracle\Inventory\ContentsXML exists under C:\Program Files
