RSA Identity Governance and Lifecycle 7.0.1 target user is not displayed initially in change summary table in form detail using Compare User feature

Issue
Steps to reproduce
- Navigate to Requests > Configuration > Request Forms > Create Form.
- Give any name to form, for example, tstForm.
- Select Apply Changes to multiple users.
- Let the other default be as it is and save the form.
- Go to the field tab of the form and click New.
- Add a compare user control and save it.
- Run the form.
- Select multiple target users, say user1, user2 and user3 , click Next.
- Click on compare user control, select any source user and add some chnages.
- Go to the next page, request the detail page and click on the form detail page.
- No user detail is displayed.
- Come back to the previous page and go to the next page again.
- Now click on the form detail again.
Expected result
There should be consistency in data displayed in form detail.
Actual Result
The target user is not displayed initially in the change summary table in form detail but on moving back and forth, user detail is displayed.
