RSA Lifecycle and Governance will cease sending emails when email server goes down and does not resume when the email server is back up

Issue
When the Test Email button is issued on the Admin > Email > Settings page in L&G and a valid email address is entered, the message Loading Data is shown but it never completes.
Cause
Resolution
This issue is fixed in 6.9.1 P15. Apply P15 to have this issue resolved without a restart every time the mail server goes down.
Workaround
$ su oracle $ acm restart
