Roles in a Role Review are Incorrectly Set to the 'Changed' State Instead of the 'Committed' State in RSA Governance & Lifecycle

Issue
With no apparent changes, neither in the active Role Review, nor via manual Change Requests. Roles in the Role Review appear to be in a Changed state.
Cause
This is functioning as designed. In the Role Review screen, once the user clicks Mark Review on General Information or clicks either Maintain or Revoke on one of the items, a Role Version is created. Regardless, if the user undoes all the operations, the Role remains in the Changed state. This is due to the performing an the operation which triggers a Role Version creation. There is no logic to delete the Role Version to bring the Role state to Committed.

Relevant issues:
- ACM-117125, ACM-117338: The logic was modified. If the Role is 100% Maintained, clicking the Finish button deletes the Role Version. This also brings the Role to the Committed state.
