WebService createChangeRequest command "Remove account to group" does not populate the user information in request tab in RSA Identity Governance & Lifecycle

Issue
- The Affected User column will not be populated if the generated change request item through Web Service belongs to Account Changes.
- For the request raised to Add account to group, the userid is populated without any issue.
