Issue
When revoking a certificate, user is prompted to enter the reason code, invalidity date, and revocation comment on the Revocation Details page. The year list box (in the invalidity date) will appear empty if user resides in a time zone east of UTC (GMT). Clicking "Revoke" at this point will result in an XrcNULLPARAMETER error.
