Issue
Error: "Unable to contact RuntimeAPI" in RSA Federated Identity Manager (FIM)
Resolution
To correct this issue, ensure your RSA ClearTrust settings in the samlconfig management console are correct. These are defined under the "Configure System --> ClearTrust Connections" drop-down menu. The hostname/IP address specified should match the address configured for the AServers multi_home_address parameter. RSA Federated Identity Manager (FIM) should then be restarted once any changes are made to the ClearTrust connections.

Also, ensure that any FIM custom plugins that use the RuntimeAPI are also referencing the correct address for the Dispatcher/AServer. Once these changes have been made, the plugins should be recompiled, and "reloaded" into FIM.
Workaround
cleartrust.aserver.multi_home_address= parameter was recently defined on RSA ClearTrust Authorization Server
