Issue
Cannot get RSA Federated Identity Manager (FIM) to start as Microsoft Windows service
Error: "Page cannot be displayed" when running RSA Federated Identity Manager (FIM) "start managed server" as a Microsoft Windows service
The BEA WebLogic server throws the following exception on startup if started in debug mode:

Unable to load security provider:
java.lang.ClassNotFoundException: com.rsa.jsafe.provider.JsafeJCE
 at java.lang.Class.forName(Ljava.lang.String;I)Ljava.lang.Class;(Unknown Source)
Cause
This issue may occur if you have updated the cleartrust.jar files to the latest hot fix
Resolution
To correct this issue, edit the file ?svc-classpath? located in the C:\RSASecurity\FIM26\rsappserver\bin\ directory. Append the full path to the JsafeJCE.jar file.
