If your operating system is Windows XP then the MDAC components are already installed as part of the operating system. If you attempt to install them (by running mdac_typ.exe) then the installation will stop informing you that installation is not required.
For instances where thr MDAC components are required; the software can be downloaded free of charge from Microsoft for valid Microsoft licensed users (for example http://www.microsoft.com/downloads/details.aspx?FamilyID=6c050fe3-c795-4b7d-b037-185d0506396c&displaylang=en)
