Issue
Error: "The RSA RADIUS Service failed to start within the expected time. The install will continue, but the RSA RADIUS application may not function properly. Contact customer support for additional information." seen towards the end of the RADIUS install with start RADIUS service specified during the install.
Application error in Event Viewer: "Unable to open Btrieve database. Service start aborted". 
System error in Event Viewer: "The RSA RADIUS Server service terminated with service-specific error 4294967295 (0xFFFFFFFF)."
Cause
The Windows registry setting "NtfsDisable8dot3NameCreation" under HKLM\SYSTEM\CurrentControlSet\Control\FileSystem was changed from a default value of 0 to 1 prior to installing RSA RADIUS Server.
Resolution
Uninstall RSA RADIUS Server via Add/Remove on Windows, reverse the registry change back to a default value of 0, reboot and re-install RSA RADIUS Server. If the RSA RADIUS Server also has RSA Authentication Manager 6.1.x installed, there may be potential issues with Managing the RSA RADIUS server. If this is the case, the RSA Authentication Manager 6.1.x must be relocated to a system where the "NtfsDisable8dot3NameCreation" has not been changed or the operating system re-installed without changes to the "NtfsDisable8dot3NameCreation" setting and reinstall RSA Authentication Manager.
Notes
On windows 2008, NTFSDisable8dot3NameCreation is set to 2 by default. It is noted that when set to 2 on 2008 this also corrects the issue.
