Issue
RSA Validation Manager services startup
RSA Validation Manager services fail to start
'RSAValidationManager3.1Prompt' Service remains in "starting" state
Cause
The Microsoft Windows Data Execution Prevention (DEP) Service is preventing proper execution of this service
Resolution
Disabling the Microsoft Data Execution Service will allow the startup of the RSA Validation Manager services to complete successfully.
Workaround
Disable the Microsoft Data Execution Prevention (DEP) Service.

For reference, see Microsoft KB Article 875352 at: http://support.microsoft.com/kb/875352
This knowledge base article will detail various methods that the DEP service can be disabled on Windows operating systems.

For example, this can be done from the Windows "System" control panel:
  1. Click Start, click Run, type sysdm.cpl, and then click OK.
  2. On the Advanced tab, under Performance, click Settings.
  3. On the Data Execution Prevention tab, use one of the following procedures:
    • Click Turn on DEP for essential Windows programs and services only to select the OptIn policy.
    • Click Turn on DEP for all programs and services except those I select to select the OptOut policy, and then click Add to add the programs that you do not want to use the DEP feature.
  4. Click OK two times.
