Fulfillment Phase Workflow
I have a Request Workflow that uses a fulfillment phase node with specific
workflows to use. However, when I test this workflow, it seems the fulfillment
phase node is using the workflow configured on the Directory, instead of the
ones defined in the workflow. Is this expected behavior?

Yes, this is expected behaviour.
Approval/Fulfilment workflows associated directly on a Business Source will
override the default behavior configured within the workflows.
