Access denied insufficient privileges error when clicking on entitlement Information icon in RSA Identity Governance and Lifecycle

Issue
After upgrading to 6.8.1 P23, 6.9.1 P10, 6.9.1 P11 or 6.9.1 P12, when a user who does not have System Administrator privileges or privileges to view the entitlement details of an application, clicks on the entitlement information icon the following error appears:

Cause
This issue was introduced by an intended change in the patch.  The change in the Info popup for users is to ensure that only privileged users can see all the information about a user.  The G&L application determines if you have view permissions on the user as determined from the Aveksa application entitlement for users.  If you are a supervisor, for example, you can see the full details of your direct reports.
Resolution
This issue is fixed in 6.8.1 P24 and 6.9.1 P13.  Apply these patches to resolve the issue.
