Initialization error "Unable to register service ReviewService" and "Unable to start local agent" in RSA Identity Governance and Lifecycle 7.x

Issue
The RSA Identity Governance & Lifecycle application User Interface (UI) will not come up after a restart.  The initialization error as shown here is displayed:
 
Initialization Status
Initialization operations completed with errors.  Please resolve the problems(s) before the application server can accept requests.
Unable to register service ReviewService.com.aveksa.server.runtime.ServerException: java.lang.NullPointerException
Unable to start local agent.java.lang.Exception: Local Agent could not be deployed in the system.

Cause
The problem is that for some reason the review stalled. When we restart Identity Governance & Lifecycle, the review service finds all reviews in progress and tries to clean them up, but before it does that it tries to audit the fact that it is doing it. The problem is the audit service has not yet started and a null pointer is thrown causing ReviewService and subsequent services from starting and Identity Governance & Lifecycle fails to start.
Resolution
The issue is fixed in 7.0.1 P03. Deploy 7.0.1 P03 to resolve the issue.
