Rules Pre-processing is queued twice during the same Collection cycle in RSA Identity Governance & Lifecycle

Issue
Cause
Rules Pre-processing is always done after collections. If the Rule is also triggered to run after identity unification, it may end up being scheduled twice. This additional Pre-processing Rule run is not required and extends the collection time unnecessarily as jobs need to wait in the queue until the redundant Pre-processing task has completed.
