Agent Scan Groups do not appear in the DLP 9.5 Scan Dashboard

When attempting to view the status of Agent Scan Groups in the DLP Scan Dashboard (Admin tab -> Datacenter -> Scan Dashboard), Agent Scan Groups do not appear in the Scan Dashboard.
1 or more Site Coordinators do not appear in the Scan Dashboard.
Cause
At this time, only Grid Scan Groups and Repository Groups appear in the Scan Dashboard.
In addition, SCs will not appear in the Scan Dashboard (left pane) until a Grid Group or Repository Group is associated with it. For instance, if a SC has no Scan Groups or only has 1 or more Agent Scan Groups but no Grid/Repository Groups, then the SC will not appear in the Scan Dashboard.
