WPI requires AM. You enable it in Authentication > Policies > Offline Authentication Policy. It requires offline auth to be enabled before you can turn on WPI. You have to enable offline authentication in the Windows agent as well. Ensure that TCP/5580 is enabled in Setup > System Settings > Agents.
