Your on prem Authentication Manager server license does not expire, so no worries about that. Tokens do expire and users with expired tokens will not be able to authenticate until a new unexpired token is assigned to them and distributed.
If you use the ID Plus subscription model and that contract expires, your users will not be able to authenticate until the plan is renewed.
How is that enforced if the onprem authentication manager license does not have an expiry date?
