Resolution
2. Search for all instances of symcjit.dll in the temp directory; rename all those instances to symcjit.old (there should be two)
3. Run setup.exe from the install/win32 folder in your temporary directory. Proceed as normally through the installation procedure. At the end, after the installer has finished configuration, you may get modal dialogues notifying you of a memory errors for java.exe. Click OK through those errors and exit the installer.
